The challenge
A complex government process built around envelopes, desks and handwritten notes
Applicants had to collect forms, prepare attachments, pay at a bank and submit a physical file. Internally, applications moved through a changeable chain of desks with handwritten notesheets, signatures, seals, corrections, approval sheets and manually typed certificates.
